Board of Public Works and Safety
The major functions of the Board of Public Works and Safety include anything concerning streets and other infrastructure of the city. They also approve event permits, contracts and other items city related. The Mayor and two appointees serve four-year terms on the board.
The Board meets on the second and fourth Mondays of the month at 5:00 p.m. in the City Council chambers at City Hall. Call 812-882-7285 to be placed on the agenda.
Procedure to appear before the Vincennes City Board of Public Works & Safety
(1) Please write a detailed letter explaining the reason for your request. Please include as much specific information as possible such as the event, date, time, contact person(s), phone number(s), route & any other information you feel will be helpful in describing the request.
(2) If requesting a Handicapped Only parking, please submit a personal letter and a Doctor’s letter that explains the need for this type of sign.
(3) Mail this information to Vincennes City Board of Works, 201 Vigo Street . . . email it to smccrary@vincennes.in.gov . . . or deliver it to the Mayor’s Office in person.
(4) Since the Board of Works meetings are normally at 5:00 p.m. on the 2nd & 4th Mondays of each month in the City Council Chambers in Vincennes City Hall, all information must be submitted no later than 5 business days prior to the meeting you wish to attend. (Earlier if possible).
(5) Because questions may arise concerning your request, it is necessary that the contact person and/or other representatives attend the meeting to provide answers.
(6) The request & the contact person’s name will be placed on the Board of Works agenda on the date of the meeting you wish to attend. When your group and/or name is announced from the agenda during that meeting, you will be asked to come to the microphone and make your request verbally.
Board of Cemetery Regents
Four members serving four-year terms are appointed by the mayor to oversee the administration of city cemeteries. Board meetings are scheduled for the second Wednesday of each month at 12:00 Noon in the City Cemetery Office on Willow Street.

Knox County Board of Health
Three members serving four-year terms are appointed by the mayor and the others are appointed by the County to oversee the public health issues in the city. Call 812-882-8080.
Board of Zoning Appeals
Three members serving three-year terms of the five total members are appointed by the mayor and two are appointed by the City Council to oversee requests for variances to zoning ordinances. Meetings are conducted in the City Council Chambers at 201 Vigo Street in Vincennes City Hall. Regularly-scheduled meetings are scheduled to take place at 6 p.m. on the first Wednesday of every month. Vincennes Housing Authority Board
Board consists of five Mayor-appointed members serving four-year terms.
Historic Review Board
Five members serving three-year terms oversee maintenance of historic properties in the city. The members are appointed by the Mayor subject to the approval of the Common Council. Meetings are conducted in the City Engineer’s Office in the Vincennes City Hall. To be placed on the Historic Review Board meeting agenda, please call the City Inspector’s Office at 812-882-3338.

Bi-State Airport Authority Board
Eight members supervise the Bi-State Airport between Vincennes and Lawrenceville, IL. The Mayors of Vincennes and Lawrenceville each make three appointments with six-year terms, while the Governors of Indiana and Illinois each appoint one member to serve indefinite terms.
Parks and Recreation Board
Four members serving four-year terms are appointed by the Mayor to oversee the park and recreation programs in the city of Vincennes. The Parks & Recreation Board meets the third Wednesday of each month at 6:30 p.m. at City Hall, 201 Vigo Street. Police Civil Service Merit Commission
Three members serve three-year terms and oversee personnel matters in the Vincennes Police Department. The members are appointed, one each, by the Mayor, City Council and the Police Department.
Redevelopment Commission
The Redevelopment Commission oversees the Tax Increment Finance district and meets on the third Thursday of the month at 9:00 a.m. in City Hall. Contact Cheryl Hacker at 812-882-7285 to be placed on the agenda.

Tree Board
Five members serving three-year terms are appointed by the Mayor to oversee the use and protection of, and promotes the planting of trees in the city. The City Tree Board also serves as the City Landscape Review Commission. The Tree Board meets at 5:30 on the third Thursday evening of each month. To be placed on the Tree Board agenda, please call 812-882-2428.
To report a problem with a tree that is located in the city’s right of way – for example, between a city sidewalk and the street, please email: smccrary@vincennes.in.gov. Please include your name, address, phone number, location of tree, type of tree (if known) and problem with the tree: dead tree, fallen tree, tree with excessive dead limbs, lightning struck tree, heavily rotted tree, stump, or request a street tree.
Utility Services Board
Three members are appointed by the Mayor and two by the City Council to the Utility Services Board, which oversees the water, sewer and storm sewer systems in the city. The USB meets at 4:00 p.m. on the third Wednesday of each month. For more information, please call 812-882-7877.
Urban Enterprise Zone & Association Board
All current businesses located within the Vincennes Urban Enterprise Zone that take advantage of at least one tax credit or exemption during the tax year, must report this information on Form EZB-R no later than June 1st each calendar year.
The EZB-R form must be filed every year by businesses desiring to maintain their membership, or to register as a new member of the Vincennes Urban Enterprise Zone. This form is available at www.aiez.org.
The EZ-2 form, used to claim an Enterprise Zone Investment Deduction, must be filed in the Knox County Auditor’s office at the courthouse between January 1 and May 15 of the assessment year. Business owners who have made a real property investment or remodeled their businesses within the zone may be eligible for a tax savings. Information from the EZ-2 form is needed to complete the EZB-R form.
The completed original Form EZB-R should be submitted to the Association of Indiana Enterprise Zones, P.O. Box 1322, Evansville, IN 47706 along with the “Registration Fee” from Line 19. A copy of this EZB-R form should be mailed to the Vincennes Urban Enterprise Association, 201 Vigo Street, Vincennes, IN 47591 along with the total amount of “Local Financial Compliance” from Line 20. The “Local Financial Compliance” must be remitted prior to July 1st each year. 24% of the tax savings is submitted to the local UEA; 1% of the tax savings is submitted to the AIEZ, and the remaining 75% of the tax savings is retained by that business for business- related use.
If a UEZ business requires additional time to complete the EZB-R form, that business must submit form EZB-E to the Association of Indiana Enterprise Zones to request an extension to the filing deadline. This form is also available at www.aiez.org.
If an individual lives and works within the Vincennes Urban Enterprise Zone, they may be eligible to receive a tax deduction on their individual state-adjusted gross income. To apply for this tax savings, the IT-40QEC form must be completed by the employer and attached to the individual’s state tax return to support any claimed deduction of earned Enterprise Zone income.
